Ten years after Hurricane Katrina struck New Orleans, the Rio Grande Valley in southeast Texas is exactly the kind of place where another catastrophe could happen. Many communities in the Valley face conditions alarmingly similar to the low income neighborhoods of New Orleans a decade ago. If we don’t take decisive action to address those conditions, and plan for recovery from the damage a major hurricane would cause, we could be doomed to see the tragedy of Katrina play out again in Texas.
